4TH LETTER TO DOH dated Dec. 17, 2008

Subject: CARITAS HEALTH SHIELD INC.

Dear Sir:

Merry Christmas to you Sir, your family and to your office!
Merry Christmas also to CARITAS and to AHMOPI.
This is my 4TH letter to your office.

In connection with my complaint dated October 21, 2008 against the abovementioned
HMO,
I would like to follow-up same and request immediate action from your office.
It has been almost two months now, since I filed my complaint.
It has been almost two months now, since your endorsement, but still no action from
AHMOPI and the HMO concerned.


Per verification, your endorsement to AHMOPI dated October 24, 2008 was postmarked
October 31, 2008 and I received a copy last November 6, 2008.

I can not really help but believed that my complaint and your endorsement have
fallen into deaf ears.

The endorsement of your office was not taken seriously by the AHMOPI and CARITAS.

Question Sir. What does it take to be taken seriously by these organizations? Even
your government agency is being snubbed by these so called customer-friendly HMOs.
How can we (me and your office) get the attention of these organizations?

Do we need to seek help from media, like “Imbestigador (GMA channel 7), XXX
(ABS-CBN channel 2) or BITAG (channel 13)?
I have been in contact with some Caritas plan holders with similar complaints and
their sentiments are same as mine.

All I am asking now for the government and your agency is to help me in this
predicament.
